Yes this is "normal" for GoDaddy. Their terms of service are well known to be extremely bad, and many business owners have lost their domains or had their websites effectively shut down because of this.

For example… if you have a competitor that you hate and they are registered with godaddy? You can send a few million spam emails using their domain name as the return address. Then complain to godaddy that they are sending spam.

Bingo. Your competitor will no longer have a website since Godaddy will immediately suspend the domain registration while they "investigate" the issue. (ie: Demand money from your competitor.)

We've seen this happen over and over, and your story is just another to illustrate how silly any business owner is to trust their domains with GoDaddy.
